MOSCOW (Sputnik) - US President Joe Biden has backed exempting Ukraine from fulfilling a Membership Action Plan (MAP), which is a package of NATO-prescribed reforms prospective candidates are required to carry out but is not enough by itself to gain membership, media reported, citing two unnamed US officials.
