Kremlin: Kiev Proposed Talks in Warsaw But Then Broke Off Contact

Ukrainian authorities proposed to hold negotiations with Russia in the Polish capital Warsaw instead of Minsk, and then broke off contact, Kremlin spokesman Dmitry Peskov has said.
