Ukrainian officials estimate that more than 100,000 people are still trapped in the devastated port city of Mariupol, where civilians are struggling to flee unrelenting Russian airstrikes as the war grinds into its sixth week. The Kremlin declared a humanitarian cease-fire in the besieged city on Thursday and the International Committee of the Red Cross said Friday it was traveling from Zaporizhzhia to Mariupol to “ensure safe passage” for civilians who wanted to flee. It was not clear if they would be able to enter the besieged city — an adviser to the Mariupol mayor’s office warned residents that “the city remains closed to entry and very dangerous to leave in private vehicles.”

Ukraine and Russia are set to resume peace talks online Friday after some progress in Istanbul earlier this week. On the battlefield, the Kremlin appeared to be pulling forces out of the Chernobyl nuclear plant site and moving some units away from the Kyiv area. But Western officials remain skeptical of Russia’s pledge to scale down military operations. “We can only judge Russia on its actions,” said NATO Secretary General Jens Stoltenberg.

Ukrainian President Volodymyr Zelensky said the Russian troop movement reflected the success of his country’s military. “They are moving away from areas where we are beating them to focus on others,” he said in a video address. But conditions in the country’s south and in the eastern region of Donbas — the control of which seems to be a Russian priority — remain “extremely difficult,” he added.
